About Us

The Bolinas Community Land Trust is a community-based membership organization committed to creating, preserving, and sustaining long-term affordable housing within the Bolinas-Stinson Unified School District.

Guided by our mission, we serve all who qualify for our programs and services, working to ensure that our community remains accessible to everyone. We envision a thriving, diverse community where people from all walks of life can grow up and grow old together.

Beyond our local impact, BCLT’s work is part of a growing, nationwide movement of community land trusts dedicated to creating lasting, community-controlled housing. By removing real estate from the speculative market, we ensure that homes remain affordable not just for today, but for future generations.

The community land trust model is gaining traction across the country as communities recognize the power of land trusts to combat housing inequality, preserve local character, and build long-term resilience. BCLT is proud to stand alongside other land trusts in pioneering this essential work at both state and national levels.

BCLT Team

  • Managing Director, Properties, Finance, and Projects

    Jeff Clapp has been on our board of directors since 2017, serving as President and Treasurer for several years. Before his role as Co-Director of Properties, Finance, and Projects at Bolinas Community Land Trust, Jeff served as interim Executive Director from 12/24-5/25 . He received his bachelor’s degree in art history from the University of Colorado, followed by a career in financial services and the restaurant business. Jeff is an avid recreational fisherman and soccer player; a devoted father of three and husband to Heather Clapp.

  • Managing Director, Philanthropy and Community Engagement

    Annie O’Connor originally joined the Bolinas Community Land Trust as a volunteer during the pandemic. She was motivated by her late husband, Brendan, a native son of Bolinas whom she met when they were in high school together at Marin Academy. Annie quickly fell in love with the BCLT’s mission and members. She left a successful career, focused on helping to build and preserve equitable and thriving communities outside of the United States, to join BCLT as Administrative Director. Annie now utilizes many of those same skills, and her Master’s Degree in Global Policy and Strategy from the University of California, in service of our local community and the affordable housing crisis. As Executive Director at BCLT, Annie led the organization during a pivotal period of hyper-growth and maturation. Following a brief leave of absence, she returned to BCLT in the role of Co-Director of Philanthropy and Community Engagement. Annie delights in delivering impact, building inclusive and diverse communities, and nurturing cross-sector partnerships.

  • Project Manager

    Maalis (pronounced May-lis) grew up in San Diego as an artist, surfer, and builder. He began in property management at age 20, where he was responsible for residential and educational facilities for a large non-profit. Over the years he's pursued a wide range of interests and jobs, including bee-keeper, photographer, motorcycle mechanic, and glassmaker. He strives to be like a swiss army knife, with tools and skills to handle anything thrown at him.

  • Bo-Linda Vista Project Manager

    Kiko grew up between Mexico City, Oaxaca and San Francisco. For his undergrad thesis, he studied community-based reforestation programs in Chiapas, Mexico. In 2020, in the midst of the pandemic, Kiko moved to West Marin for three years, which he dedicated to learning carpentry and stonemasonry from his older brother Pablo at various projects in Bolinas. Since 2023, he’s dedicated his background in construction, passion for community development, and whole bicultural self to working alongside Bo-Linda Vista residents in their common struggle for equitable, dignified, and just permanent housing. He also loves making music.

  • Office Manager

    Pam has over ten years of experience in bookkeeping. A proud resident of Bolinas for more than 32 years, and a BCLT resident for the past two, she deeply understands the importance of stable, affordable housing. Having moved more than ten times since becoming a mother, she knows firsthand the challenges families face in finding secure and affordable places to call home. Her experiences fuel her commitment to helping ensure that the people who make up the heart of Bolinas can continue to live and thrive here. In her spare time, she enjoys watching her son’s baseball games, baking, taking dips in the ocean, and spending time with friends.

  • Site Manager, Bo Linda Vista

    Family is at the heart of everything Alejandra does. She come from a big, close knit Mexican family and cherishes time spent with her loved ones - whether it's caring for her older parents or making memories with her teenage daughter. Alejandra finds peace and adventure in the outdoors, especially hiking and river rafting. Nature helps keep her grounded and family keeps her going.

  • Executive Assistant

    Ester brings over 9 years of experience working as an Executive Assistant, primarily in the tourism industry in Honduras. She has supported management in several non-profit organizations, where she contributed to the professional development of people working in hotels, restaurants, tour operators, and other businesses in the industry. Most recently, she transitioned into the restoration industry as a remote Executive Assistant and successfully used her experience and customer service skills to help homeowners undergoing stressful home restoration projects.

    Ester is fluent in English and Spanish. 

    When she is not working she enjoys caring for her three active dogs, tackling a new baking recipe, and reading. 

  • Maintenance Specialist

    Keith Ciampa is BCLT’s Maintenance Specialist, overseeing property maintenance and capital-needs projects across the community. He has a background in design leadership with global brands and health organizations, along with hands-on experience from living on a sailboat in Sausalito to working as a stone mason in Sweden and doing restoration work on Martha’s Vineyard. Keith also volunteers with Habitat for Humanity, Project Homeless Connect, and the Marin Food Bank, reflecting his commitment to community support and equitable access to housing. He lives in Bolinas and brings together creativity, construction, and compassion to strengthen affordable housing in the community.

  • President

    Having raised her children here, Sarah knows it is an amazing place to grow up. Unfortunately, she knows many vibrant families have moved away for lack of stable housing, and teachers have left the school due to the lack of housing and strenuous commutes. Thus, she sees the need for housing for people who work here and contribute to the community. In addition, she feels an alliance with the residents of Bolinda Vista, knowing the children through the school as a substitute teacher and a grandmother of their friends. She also teaches English to some of the residents. With roots in agriculture, she is allied with farmers, and her family operates the multi-generational Gospel Flat Farm. She believes in local agriculture and wants to see it thrive, and is especially excited to see the Tacherra Ranch project succeed. 

  • Secretary

    Nick is originally from New Zealand and moved to Bolinas from London in 1995 via Mill Valley with his wife, Gail Reitano, and their daughter Ava. In London Nick had an advertising, model making company, and in the Bay Area he worked as a model maker in the film industry for fifteen years. He now works as a designer and builder of furniture and cabinetry. Nick understands the importance of affordable housing in our town and looks forward to working with the BCLT.

  • Treasurer

    Melinda came to Bolinas in the mid-90s, initially drawn by its amazing beauty and natural resources. Over time, she realized that its real strength is its vibrant, resilient community. Being part of this community has made her acutely aware of how important it is to ensure that others can also make a home there, contribute to local life, and sustain the character that makes West Marin so special.  

    Serving on the BCLT Board is a way for Melinda to support the mission of expanding access to housing, creating housing stability, and helping preserve the diversity and vitality of the Bolinas-Stinson Beach community for a long time.

  • April moved throughout her childhood and finally found home when she moved to Bolinas 15 years ago. She attended UC Davis where she got her BA Psychology and Anthropology. She also got her MA in School Counseling from Sonoma State University. April worked as a school counselor at Tamalpais High School and is now taking time to be with her young kids at home. She hopes to be able to help more families find sustainable housing like her family has found through the BCLT.

  • Chris is the President of the Center for Homeless Inquiries, an organization devoted to improving the capacity of policymakers and program managers to incorporate data analytics into homelessness policymaking. He has over 25 years of experience in public policy as a researcher, professor, and practitioner. He currently is a lecturer at UC Berkeley’s Goldman School of Public Policy and a member of the research committee at USC Homelessness Policy Research Institute. Chris is committed to supporting Bolinas and Stinson Beach as a diverse, livable, and sustainable residential community.

  • Hector Mora appreciates the opportunity to be part of an organization that is changing the lives of his community. Hector’s family has been personally affected by the lack of affordable housing in Bolinas and Stinson Beach, and he sees his involvement in the BCLT as a way to advocate for the latino community. He has been working closely with the Bo-Linda Vista residents and the BCLT for the past few years, and he looks forward to having a better understanding of how affordable housing works and how he can share that information with the community.
