The Bolinas Community Land Trust is a community-based membership organization committed to creating, preserving, and sustaining long-term affordable housing within the Bolinas-Stinson Unified School District.
Guided by our mission, we serve all who qualify for our programs and services, working to ensure that our community remains accessible to everyone. We envision a thriving, diverse community where people from all walks of life can grow up and grow old together.
Beyond our local impact, BCLT’s work is part of a growing, nationwide movement of community land trusts dedicated to creating lasting, community-controlled housing. By removing real estate from the speculative market, we ensure that homes remain affordable not just for today, but for future generations.
The community land trust model is gaining traction across the country as communities recognize the power of land trusts to combat housing inequality, preserve local character, and build long-term resilience. BCLT is proud to stand alongside other land trusts in pioneering this essential work at both state and national levels.

Executive Director
Annie first moved to Bolinas in 2010 with her late husband, Brendan O’Connor, who was a multigenerational community member. Before joining the BCLT, Annie spent two decades working with communities in the U.S. and abroad advancing social, economic, and environmental sustainability goals. She is known for her stellar follow-through, direct and compassionate communication, energy and enthusiasm, and unwavering commitment to diversity. Annie received a BA from Colorado College and a Master of International Affairs degree from the University of California. The best advice she ever received was, "Listen."

Administrative Director
Heidi is a third generation Marin resident who was born and raised in San Anselmo. She and her husband Michael also raised their now adult son in San Anselmo and continue to live there themselves. Heidi has spent the majority of her career working in public service and for nonprofit organizations. She is deeply committed to furthering equity for all Marin residents. The common thread for Heidi in her career and education is to "stay curious." She earned a Bachelor's degree from Sonoma State University in Psychology, with a concentration in Organizational Psychology; a Masters of Organizational Leadership from the University of Redlands,with a certification in Human Resources; and, she will complete an MBA from the University of Redlands in April 2024.

Director of Properties
Sergio was born and raised in the Central Valley town of Modesto, California. Sergio worked as the Maintenance Director for a non profit resident summer camp in the Sierra Nevada mountains. There he sharpened his skills in all things plumbing, electrical, building construction while enjoying birding, hiking, backpacking, and swimming in the alpine waters. In 2017, Sergio moved to Slide Ranch and became the Facilities Manager where he was introduced to Bolinas and the strong sense of community in West Marin. After Slide Ranch he began working at Fireside Apartments in Mill Valley as the Maintenance Lead with Eden Housing non profit working with low income seniors and families.

Project Manager
Maalis (pronounced May-lis) grew up in San Diego as an artist, surfer, and builder. He began in property management at age 20, where he was responsible for residential and educational facilities for a large non-profit. Over the years he's pursued a wide range of interests and jobs, including bee-keeper, photographer, motorcycle mechanic, and glassmaker. He strives to be like a swiss army knife, with tools and skills to handle anything thrown at him.

Bo-Linda Vista Project Manager
Kiko grew up between Mexico City, Oaxaca and San Francisco. For his undergrad thesis, he studied community-based reforestation programs in Chiapas, Mexico. In 2020, in the midst of the pandemic, Kiko moved to West Marin for three years, which he dedicated to learning carpentry and stonemasonry from his older brother Pablo at various projects in Bolinas. Since 2023, he’s dedicated his background in construction, passion for community development, and whole bicultural self to working alongside Bo-Linda Vista residents in their common struggle for equitable, dignified, and just permanent housing. He also loves making music.

Jasmine Bravo graduated from Sonoma State University with a bachelor’s degree in Sociology and a minor in Chicano and Latino/a Studies. Spending her life living on ranches, fair and secure housing is a cause more than dear to Jasmine. Firmly advocating for social justice and welfare for all people, regardless of one’s citizenship status, she brings passion and dedication to her work as Community Organizer. In her spare time, Jasmine volunteers with Juntos for Change, a mutual aid network dedicated to providing basic material needs to marginalized communities in Marin and Sonoma Counties. Jasmine loves dogs and going to the beach.

Executive Assistant
Ester brings over 9 years of experience working as an Executive Assistant, primarily in the tourism industry in Honduras. She has supported management in several non-profit organizations, where she contributed to the professional development of people working in hotels, restaurants, tour operators, and other businesses in the industry. Most recently, she transitioned into the restoration industry as a remote Executive Assistant and successfully used her experience and customer service skills to help homeowners undergoing stressful home restoration projects.
Ester is fluent in English and Spanish.
When she is not working she enjoys caring for her three active dogs, tackling a new baking recipe, and reading.

President
Recently elected President, Jeff Clapp has been on our board of directors since 2017. Prior to his new role as President, Jeff also served as Treasurer for several years. Since receiving his bachelor’s degree in art history from the University of Colorado, Jeff has worked in financial services and is currently transitioning out of the restaurant business.

Secretary
April moved throughout her childhood and finally found home when she moved to Bolinas 15 years ago. She attended UC Davis where she got her BA Psychology and Anthropology. She also got her MA in School Counseling from Sonoma State University. April worked as a school counselor at Tamalpais High School and is now taking time to be with her young kids at home. She hopes to be able to help more families find sustainable housing like her family has found through the BCLT.

Treasurer
Over the past two decades, Jamie Robertson spent time building buildings, entitling land, operating property, and putting together capital structures to bring projects to life. Jamie sees that our schools, local businesses, and institutions depend on having a diverse, full-time, population of residents, and he views the BCLT’s mission as essential to the long-term viability of our town and looks forward to helping in whatever ways he can.

Chris is the President of the Center for Homeless Inquiries, an organization devoted to improving the capacity of policymakers and program managers to incorporate data analytics into homelessness policymaking. He has over 25 years of experience in public policy as a researcher, professor, and practitioner. He currently is a lecturer at UC Berkeley’s Goldman School of Public Policy and a member of the research committee at USC Homelessness Policy Research Institute. Chris is committed to supporting Bolinas as a diverse, livable, and sustainable residential community.

Having raised her children here, Sarah knows it is an amazing place to grow up. Unfortunately, she knows many vibrant families have moved away for lack of stable housing, and teachers have left the school due to the lack of housing and strenuous commutes. Thus, she sees the need for housing for people who work here and contribute to the community. In addition, she feels an alliance with the residents of Bolinda Vista, knowing the children through the school as a substitute teacher and a grandmother of their friends. She also teaches English to some of the residents. With roots in agriculture, she is allied with farmers, and her family operates the multi-generational Gospel Flat Farm. She believes in local agriculture and wants to see it thrive, and is especially excited to see the Tacherra Ranch project succeed.

Howard Dillon has been on the board of the BCLT since 2016. A life-long actor and student of twentieth-century history, Howard is a radio host of two programs on local community radio station KWMR. Previously, Howard participated in the creation of a successful housing Co-op in London Bethnal Green: the Grand Union Housing Co-op. Howard is also devoting energy to the Bolinas Eucalyptus Project group moving toward safer evacuation routes and zones in Bolinas.

Hector Mora appreciates the opportunity to be part of an organization that is changing the lives of his community. Hector’s family has been personally affected by the lack of affordable housing in Bolinas, and he sees his involvement in the BCLT as a way to advocate for the latino community. He has been working closely with the Bo-Linda Vista residents and the BCLT for the past few years, and he looks forward to having a better understanding of how affordable housing works and how he can share that information with the community.

Nick is originally from New Zealand and moved to Bolinas from London in 1995 via Mill Valley with his wife, Gail Reitano, and their daughter Ava. In London Nick had an advertising, model making company, and in the Bay Area he worked as a model maker in the film industry for fifteen years. He now works as a designer and builder of furniture and cabinetry. Nick understands the importance of affordable housing in our town and looks forward to working with the BCLT.
